SPECTRE recurrent analog neural net brain chips are not designed to reflect the centralized vertebrate human brain (although everyone immediately assumes that as human brains are presumably the best right, lol).
Instead the SPECTRE brain model is based on the cephalopod octopus, which uses and implements a distributed decentralized system. Cephalopod brains evolved completely different from vertebrate brains, branching in the evolutionary tree over 500 million years ago. Their brains are the closest to that of an alien life form on the planet. There are many advantages to a decentralized brain over centralized vertebrate brains, which I will discuss in a future post or website page.
